I honestly just don't get this.
The statute clearly states that a district attorney can propose this ONLY if the offense must not have involved injury to another person!
Is the District Attorney declaring to one and all that children ARE NOT people? Or just THAT PARTICULAR child is not a person???
A class C felony can net someone a $125,000 fine and 5 years in prison! What the DA proposed and the Judge accepted was tantamount to telling all the other abusers in Clatsop County that we don't care about our kids! We even allow those specifically educated and trained to take care of our kids beat the crap out of them, neglect them, refuse them proper care, keep them in barns, shove them out of cars ... etc.
If we can't expect, no DEMAND, the highest qualilty care from our professionals, people with the capacity and means to take care of children as well as the resources to take care of their own mental health issues, we are doomed as a society. We sure as hell have no right to impose higher expectations on those citizens who have neither the education, the means nor the capacity, to care for their children.

Having worked in this line of business I can vouch for that, Fran, exceopt very few of us actually will if we value our jobs.
The DA's office doesn't play well with others. They are condescending to all other agencies. Mean spirited to the parents involved whether the parent of a victim or an accused child. You cannot trust their word for anything.
The DA is rarely cooperative. Any committee he is a part of hasn't a chance of accomplishing anything unless there is something in it for him. Will his power increase, will his office look better, will he obtain more staff. This is what he always considers. It wouldn't be so bad if he took it to the next level and worked for the County, being uncooperative state wide unless clatsop received more benefits, services, grants, etc... but again, that is rare and only to benefit a few of his pet projects for people who will scratch his back.
I have probably already said too much but this latest news has really shook me up. Seeley's daughter was failed by all of the people and institutions that were supposedly in place to protect her and give her the guidance and support every chiold is entitled to.
This Seeley child was failed by th adoption agency who placed her in the Seeley home, failed by the parents who adopted her wh9 swore in legal papers to protect her (Luara Seeley is just as guilty here in her inability to protect her daughters from this monster), by the school system that looked the other way, by the school board that encouraged the tyrants ways, by the prosecutor that devalued her as a human being, by her attorney who refused to look after her best interests, by her aunt (Seeley's sister) who married her off at the age of 16, by a court that allowed such a criminal sentence which was barely an acknowledgment that she had been harmed! And finally, by a community of cowards, to content with our own lives and too afraid of reprecussions to do the right thing.
That 20 year that you find repulsive in the line ahead of you, whose eyes look dead as if her spirit has been crushed, whose children are one report away of being yanked away from her and placed on the govrnment's roles in a vicious never ending cycle? Now you know how she got where she is in life, now you know who to really blame. The coward looking back in the glass.

Pat, lest you think your words have only been read by sixteen people I just wanted to let you know that I printed out both the article and your comment and put it on the table in our break room. It is being read and people have been making copies to give to others. Do you know where the daughter is now? I have heard she is no longer living in Oregon? I am concerned too. When we hear about child abuse cases and neglect cases we think poor, low class, people. It is really devastating to think that it is happening in homes where people are well educated in a field that is supposedly dedicated to childhood development. Did the Seeley's purposefully go about raising a child who will have to be taken care of by the state for the rest of her life? Were they so blinded by their own desires that they didn't care? With all of the training teachers must go through these days as mandatory reporters the Seeleys HAD to know they were abusing their daughter! We can no longer blame abuse on ignorance. I, too, am furious that the DA did not use this opportunity to make it clear that Clatsop County has zero tolerance for child abuse, no matter the rank or class of the abuser. Instead he will zealously go after the 20 year old pot smoker who just needs parenting classes.

So where was the DA on this, what about CASA, and the Lighthouse program?? Did anyone stand up for this girl in any way? Hard to believe in the year 2009 this injustice can go unnoticed! Marquis is harder on fishermen....

So Seely claims what his lawyer got him to sign was illegal? What did the judge who took the plea say? What happens if he doesn't complete his probation? Looks like he's convicted of a felony. Commissioner Samuelson was an advocate for Seely's victim. Maybe she can explain why the victim moved out of state and asked the authorities not to call her as a witness. Who can blame her? Looks like Seely was effectively run out of town and has now lost his teaching credential. CASA has always done an excellent job of advocating for kids so maybe Com. Samuelson can tell us what their role was.

Nothing wrong with either of them according to her! Wouldn't be so bad if she was just a casual observer but she was into it all up to her neck, knew all the ins and outs. ANd she still gave her thumbs up on both those guys! Does she like abusive men to prey on the Jewell community? Does she feel that it is the "just punishment" for a community that doesn't give her bars and graphs their due regard? Whatever. Her judgment as to who is best for the Jewell community has been proven to be grievously impaired. Hopefully more people are not hurt before she finally learns to use some self restraint and put a sock in it!

OMG!!! What was that about??? Bad craziness, Wanda, bad craziness in the wasteland.... There wasnt a lot going on in the basement of the Clatsop County courthouse this morning at 0900....there were three arraingments before Judge Matayas...the accused huddled with their attorneys when the clerk said "All rise..." and the machinery of justice started to grind into motion......"Ulrich Shockelt" droned the clerk and a nervous looking middleaged man his gleaming shaved head reflecting to the cool light from the ceiling was offset by his all black getup....Shockelt and his attorney took seats at the table and the charges were read-the prosecuting deputy d.a. sat quietly, as if he wasnt even involved in the proceedings and his only function was to shuffle through a sheaf of papers and nod once in awhile...after the charges were read, a trembling voice trying to sound confident warbled out "Not Guilty" when asked how do you plead..... The judge scanned some papers and decided this matter willl continue on July 24th at 11:15 a.m......Some conditions were read-- "obey all laws-have no firearms in your possession or in your home....have no contact with Mr. Kearns or Ms Flemming"..Then the defendant was instructed to turn himself into the jail to be "booked and released". We watched him march bravely across the street to ring the jailhouse door bell and wait to enter the gulag to begin yet another journey through "the system"...
